<br />Page 13 <br />(Form Approved by City Attorney’s Office November 1, 2009) <br />conditions and their possible impacts on the facilities to be built. <br /> <br />The preliminary Master Plan shall be used to generate a project cost estimate. With a singular design direction and <br />Master Plan, the Phase 1 components of the project shall be reviewed for an initial costing estimate. This estimate <br />shall be based on the following information as well as those noted under the following <br />Narrative & Design Direction section. <br />1. Known survey and geotechnical data and information. <br />2. Known City and/or other Authorities Having Jurisdiction (AHJ’s) requirements of/for the site and its <br />development. <br />3. In coordination with the above investigations, general geotechnical investigations of the northern portion of the <br />proposed site shall be initiated. Specifically: <br />a. Four Cone Penetration Tests (CPT’s) to 100’, or refusal, to determine the geotechnical engineering properties of <br />the soils and delineate the soil stratigraphy. Such tests shall include one seismic CPT. <br />b. Up to 200’ of borings including field labor, coordination, and utility locates, laboratory testing, and geotechnical <br />analysis. <br />c. Based on the data secured a foundation analysis. <br />d. A Geotechnical Report based on the findings and their analysis. <br /> <br />Narratives & Design Direction: With a Master Plan established it is understood that additional schematic design <br />efforts shall be advanced. These efforts shall be two-fold: <br />1. First to begin to define the conceptual/schematic design direction for the various training facilities identified as <br />components of Phase 1. <br />2. Of the site and built elements to be advanced in Phase 1 provide the Cost Estimator drawings and narratives to <br />assist in their cost estimating and forecasting for the project. <br /> <br />Additionally, during the assembling of the conceptual/schematic design direction drawings and narratives, <br />consideration shall be given for the advantageous and liabilities of constructing the whole of the facility out of <br />modified and customized industrial/modular shipping containers (Typically 8’x8’x40’) versus Pre-Engineered <br />and/or Conventical building elements. <br /> <br />Based on the above and known design directions deliverables shall include: <br />1. Annotated Master Plan / Site Plan for the whole of the site, <br />2. Architectural floor plans and elevations of the agreed upon Phase 1 elements, <br />3. A narrative of civil engineering conditions, concerns, and needs/recommendations, <br />4. A narrative of structural engineering concerns and needs/recommendations, <br />5. A narrative of mechanical engineering recommendations and design approach(es), <br />6. A narrative of electrical engineering recommendations and design approach(es) <br />7. A narrative of plumbing engineering recommendations and design approach(es) <br />8. A Geotechnical Report on the existing conditions of the northern portion of the site, and, <br />9. A Conceptual Plan /Preliminary Design Cost Estimate for Phase 1. <br /> <br /> <br />Presentation Materials: An essential component of the Preliminary Design Phase is to provide documentation in <br />support of additional funding, it is indispensable that presentation level rendering and drawings be prepared to <br />represent the project. These shall include: <br />1. Illustrative Site Plans. Specifically: <br />a. A diagrammatic site and Master Plan for the whole site. <br />b. A phasing plan for the site. <br />c. A design direction for Phase 1 representing the structures of the northern half of the site. <br /> <br />2. An Overall Site Bird’s Eye Illustrative Rendering showing the Master Plan on the site. The structural elements <br />within this image shall be conceptual in nature representing positioning on the site and general massing. <br /> <br />3. An Overall Site Bird’s Eye Illustrative Rendering showing the Northern Half of the site. This image may be a <br />new rendering or an enlargement of the overall Site rendering focusing on the northern half of the site and the <br />defined Master Plan facilities on it.
