northwest studio <br /> architects urban designers <br /> <br /> 1205 East Pike St. No 2F, <br /> Seattle, WA 98122 <br /> 206.788.8155 <br /> www.northweststudio.com <br /> <br />Page 1 of 2 <br />January 25, 2023 <br /> <br />CITY OF EVERETT, OFFICE OF ECONOMIC DEVELOPMENT <br />PROPOSAL FOR DESIGN SERVICES - SITE DEVELOPMENT VISUALIZATION <br /> <br />Northwest Studio, LLC (the “Architect”) is pleased to submit a proposal for Design Services to the City of Everett’s Office of <br />Economic Development (the “Client”) for urban design and planning services related to the Client’s potential development <br />of an outdoor multipurpose stadium (the “Project”). <br /> <br />The following documents shall serve as points of departure for the work, establishing the policy priorities, basic program, <br />and site boundaries for the Project: <br />• The “Joint Resolution of the City of Everett and Snohomish County in support of a new Everett Outdoor <br />Multipurpose Stadium,” adopted on or about September 28, 2022, and; <br />• The “Minor League Ballpark Site Selection Study for the Everett AquaSox,” dated April 22, 2022, authored by <br />Populous and Crossroads Consulting. <br /> <br />SCOPE OF SERVICES <br />The Architect shall provide the following Scope of Services, consistent with the professional skill and care ordinarily <br />provided by architects practicing in the same or similar locality under the same or similar circumstances. <br />• Conduct one (1) approximately 2-hour planning and urban design workshop, with select individuals and/or entities <br />identified and invited by the Client, to establish a consensus-based map integrating the Project with the <br />surrounding physical context, including but not limited to: <br />o Connections to local businesses, the downtown core, public transit, and existing and future public parking; <br />o Opportunities for new and infill residential and commercial land uses, including along corridors such as <br />Broadway and Hewitt; <br />o Relationships to nearby anchor venues and attractions, such as the AOTW Arena, the Everett Performing <br />Arts Center/Village Theater, Historic Everett Theater, APEX, Imagine Children’s Museum, and Funko. <br />o Relationships to community events such as farmers markets, Cruzin’ to Colby, Sorticulture, Everett 3 on 3 <br />Tourney, Fresh Paint, and the Fisherman’s Village music festival. <br />• Prepare an Illustrative Neighborhood Plan Rendering depicting a potential neighborhood build-out and the Project <br />in that future context. <br /> <br />Deliverables shall include: <br />• One (1) annotated Illustrative Neighborhood Plan Rendering <br />• A summary of elements shown in the Illustrative Plan Rendering for future reference <br /> <br />Assumptions: <br />• As the basis for the work, the Architect shall utilize publicly available property data (City of Everett GIS shapefiles) <br />and if available, prior developed digital models (for example, of a conceptual stadium), if provided by the Client. <br />• All deliverables shall be electronic .pdf, .jpg, or similar format; no printed boards or other hard-copy documents <br />are anticipated. <br />
