EXHIBIT A. Scope of Work <br />SCOPE OF WORK <br />Fish Passage Barrier Prioritization Phase I <br />Prepared by: <br />Natural Systems Design, Inc. <br />Prepared for: <br />Cindy Cullen, City of Everett Public Works <br />Purpose <br />This scope of work was prepared by Natural Systems Design (NSD) for the City of Everett (City) <br />to continue work towards a comprehensive fish passage prioritization plan that acts as a guide <br />for City personnel to plan and seek funding for fish barrier crossing correction, replacement, or <br />removal. The development of the final comprehensive fish passage prioritization plan will be <br />phased, with contracting for subsequent phases contingent upon funding acquisition and <br />mutual agreement to continue work by both parties (City and NSD). The initial phase of work <br />encompasses only what is outlined within this scope of work, however it is anticipated that field <br />work to assess specific crossings and their habitat may be added at a later phase based on the <br />results of the work completed under this scope. <br />This scope of work describes the technical services to be completed by NSD to support the City <br />in the assessment and prioritization of fish passage barriers within the city limits of the City of <br />Everett. Work to be completed by NSD has been divided into the following tasks and linked to <br />specific project deliverables: <br />Task 1: Evaluate and enhance existing City crossing inventory <br />Task 2: Refine and conduct preliminary barrier prioritization <br />Task 3: Meetings and project management <br />Task 4: Contingency <br />Deliverables for each task shall be completed before moving onto the next task. <br />For this project, NSD’s core team consists of Torrey Luiting, MS, PWS, as the Principal In-Charge, <br />Olivia Vito, MNR, as the primary analyst and Project Manager, and Jen O’Neal, MS, as the Senior <br />Fish Biologist. Our office administrative team will assist with monthly invoicing and coordination <br />of meetings. This team will be supported as needed by other technical staff at NSD. <br />Task 1: Evaluate and enhance existing City crossing <br />inventory <br />NSD will develop and enhance the City’s existing crossing inventory to include comprehensive <br />information on all known City owned crossings occurring within city limits. The inventory will <br />include known information such as structure location, passability, current status, any available <br />data on habitat quality or quantity, and identified information gaps.
