Task 3 - Policy Assessment <br />The Fleet Electrification Transition Plan is guided by FTA policies and requirements, but also aligns with state and local <br />goals, policies and legislation. The Planning Communities Team will compile existing resources, research new and <br />emerging items, and obtain available information and coordinate with City staff to identify state and local requirements and <br />policies that may either support the ZEV transition or create challenges. The Policy and Legislation Impact Analysis will <br />specifically address impacts to the procurement and maintenance of the transit fleet, regulations and policies governing <br />the use of different vehicle technologies, and guidelines or restrictions that may affect facilities and infrastructure. <br />Potential opportunities will be outlined and policy conflicts or barriers will be identified, along with strategies for <br />addressing these challenges. <br />State Legislation and Policies <br />State Climate and Clean Energy Efforts such as: <br />• Climate Commitment Act (CCA) <br />• Healthy Environment for All (HEAL) Act <br />• 2021 State Energy Strategy <br />• Electrification of Transportation Systems (ETS) <br />Grants <br />Task 4 - Facilities Assessment <br />The Planning Communities Team will work with city staff to complete an inventory of Everett Transit facilities and identify <br />the clean technologies and supportive infrastructure that are already in place. Data on Everett Transit's future funding and <br />long-term plans gathered in Task 2 and additional input from staff will support identification of the scope and timing of <br />already planned future facility upgrades. <br />Our team will look at charging technology options (cabinet chargers, inductive charging) that builds on Task 1 analyses and <br />conduct a distributed energy resources (DER) analysis to include on-site generation, such as solar photovoltaic, and battery <br />storage to manage the increased load of the electric transit and paratransit vehicles and provide operational resiliency to <br />each site. The DER analysis will provide insight into backup power generation and storage needs for outage mitigation. <br />Planning Communities will leverage experience in climate and hazard response, and resilience planning to develop <br />recommendations for resiliency of fleets and facilities and adaptive infrastructure.
