<br />Page 8 of 24 <br />SECTION 2 – S COPE OF WORK <br /> <br />2.1 INTENT SUMMARY <br />The City of Everett is seeking a consultant to develop a Zero-Emission Fleet Transition Plan to meet the <br />requirements of Grants for Buses and Bus Facilities Competitive Program (49 U.S.C. 5339 (b) and 49 U.S.C. <br />5339(c)(3)(D)) for applicants to the FY2022 Low or No Emission Grant Program (Low-No). The fleet <br />transition plan will specifically address the requirements from the Dear Colleague Letter from the FTA <br />dated December 1, 2021, which is attached as Appendix B for reference. The transition plan must address <br />the entire fleet including paratransit administration and support vehicles including the vehicle <br />maintenance areas. <br />Funding for the fleet transition plan is from a Washington State Department of Transportation (WSDOT) <br />grant with Federal Transit Administration requirements. Therefore, suppliers must complete and attach <br />Appendix A, Federal Transit Administration Clauses. <br />2.2 BACKGROUND <br />Everett Transit (ET) is a municipally owned transit agency in Washington State, operating fixed route and <br />complementary paratransit service. The fleet consists of forty-one (41) fixed-route buses with a standard fleet size <br />of 35' and 40' coaches. A fleet of twenty-eight (28) paratransit vehicles operate in-house for complementary ADA <br />paratransit services. ET’s fleet shop was purchased from a motor truck dealer (class 8 trucks) and converted to <br />bus shop in 1972 and is at the end of its useful life. <br />2.3 TRANSITION PLAN OUTLINE <br />The fleet transition plan must specifically address the six requirements from the Dear Colleague Letter <br />from the FTA dated December 1, 2021, which are listed below as numbers one (1) through six (6). <br />1. Fleet Assessment: Demonstrate a long-term fleet management plan with a strategy for how the <br />applicant intends to use the current request for resources and future acquisitions. <br />2. Funding Needs Assessment: Address the availability of current and future resources to meet costs <br />for the transition and implementation. <br />3. Policy Assessment: Consider policy and legislation impacting relevant technologies. <br />4. Facilities Assessment: Include an evaluation of existing and future facilities and their relationship <br />to the technology transition including cabinet chargers and inductive charging. <br />5. Partnership Assessment: Describe the partnership of the applicant with the utility or alternative <br />fuel provider. <br />6. Workforce Analysis: Examine the impact of the transition on the applicant's current workforce by <br />identifying skill gaps, training needs, and retraining needs of the existing workers of the applicant <br />to operate and maintain zero-emission vehicles and related infrastructure and avoid displacement <br />of the existing workforce. <br />7. Equitable Service Planning: It is essential that Everett Transit prioritizes the voices, feedback, and <br />needs of our low-income, minority, communities of color, and non-English speaking and English as <br />a second language communities to ensure an equitable and usable transit system is afforded to all <br />our residents and customers. <br />2.4 PROPOSED TIMELINE & MILESTONES <br />The following is the City’s required timeline and milestones for the year 2023: <br />• February – Meet with City staff team to kick off project and gather fleet and property information.
