r � <br /> � <br /> , FINAL DECLA►ZATION OF NON-SIGNIFICANCE <br /> SEPA �3-83 <br /> Description of Proposal - The proposed action is the issuance of build:�ig permits to 1 <br /> � allow the conversion of an existing 3300 sq. ft. restaurant building and the construction <br /> of a 3200 sq. ft, addition to be used as a young adult night club (6,500 sq. ft. total). <br /> The following factors were considered a�id the listed requirements were placed in <br /> response to comments submitted during our review of an environmenWl checklist for <br /> this proposal: <br /> l. A portion of the site is zoned B-3, Central Rusiness 7.one, and a portion is zoned <br /> C-1, General Commerciai Zone, which would permit the proposed use. <br /> 2. The night club will operate only on Friday and �aturday evenings during 9 months <br /> of the year, and one additional week day (Wed. or Thurs.) for 3 months during the <br /> summer. Hours of operation will be 830 PM to (:00 AM. Any proposed <br /> extension of the hours of operation must be approved by the Planning Director. <br /> 3. Mazimum accupancy permitted must comply with Fire Department requirements. <br /> 4. The existing parking area is not landscaped in compliance with Zoning Code <br /> requirements, and the proposed building addition would elim:nate six existing <br /> parking stalls. Landscaping must be provided in compliance with Zoning Code <br /> requirements (Section 19.40.OSOi Design Standards Section 1.13). <br /> S. Detalled drawings shall be wbmitted to the Public Works Department showing <br /> site parking layout, l�andscaping, utilities, storm drainage and all required <br /> improvements in the public right-of-way. Public Works Department approval of <br /> these drawings is required prior to any permit� being issued. .All improvements <br /> shall be completed, approved and warranted before the Occupancy Permit is <br /> issued. <br /> 6. Sidewalk improvements are required to Broadway including relocation of <br /> driveways. <br /> 7. Performance guarantees are required for sidewalk and landscaping. <br /> 8. A one year guarantee is required on the public sidewalk and landscaping for an <br /> amount not less than l0% of the cost of construction and shall run for one year <br /> from the date of issuance of the first Occupancy Permit for the project. <br /> 9. City streets and alleys are to be kept clear of dirt and debris at all times during <br /> construction. <br /> y <br /> l0. Participation in the cost to fund the North End Sewer Interceptor is required. <br /> The actual cost shall be computed by the Building Department per the Ordinance <br /> in effect at the time and according to the information provided on the approved <br /> plans on the date of permit issuance. <br /> 11. The site's storm drainage system must be altered so the parking lot and structure <br /> have adequate drainage. <br /> The City is currently scheduling a sanitary sewer project in the alley west of � <br /> L Broadway which will serve this site. <br /> 1 � <br /> t_ � <br />
