Memo dated 6/4/02 to Planning Department from Engineering/Public Services <br /> Department re: faur additionai condftions <br /> All of the exhibits are available for inspection at the Hearing Examiners Office located at <br /> 2930 Wetmore Avenue, 8th floor, Everett,Washington. <br /> After due consideration of the testimony and evidence presented by the Applicant, <br /> testimony and evidence e;icited during the public hearing, anc as the result of the <br /> personal inspection of the subject property and surrounding areas by thE� Everett <br /> Hearing Examiner, the following Findings of Fact and Condusions constitute the basis <br /> of tiie decision of the Everett Hearing Examiner. <br /> FINDINGS OF FACT <br /> 1. The Applicant requestEd approval of a Special Property Use Permft for an above <br /> ground communications facility to be located within a residential zone at 8401 <br /> Holly Drive, Everett, Washington. The proposal includes placement of a 63-foot <br /> high Snohomish County PUD utility pole on City right-of-way. Thre�-; panel <br /> antennas will be placed on the top of the pole. Four cahinets would be installed <br /> within an equipment compound on private properry located near ths utility pole. <br /> (exhibit 1) <br /> 2. Currently on site is a 21-foot high Snohomish County PUD utility pole. It is the <br /> intent of the Applicant to replace it with a 63 foot high wooden pole and an <br /> equipment compound comprising of up to four 6.5 'root high cabinets to be <br />� located on the church property located on site. The equipment compound would <br /> be located ten feet no�th of a wetland and approximately 40 feet west of 7th <br /> Avenue S.E., and it would have a six-foot high solid fence. (exhibit 1) <br /> 3. The subject property is zoned R-1, Single-Family Detached Low Density and has <br /> an existing land use as a church. The properties to the south, east, and west are <br /> zoned R-1. The property to the north is zoned R-2. The surrounding properties <br /> are developed with single-family residences. The property to the south is a <br /> weUand. (exhibit 1) <br /> 4. The application is for a major above ground communications facility. Everett <br /> Municipal Code (EMC) 19.41.150.0 sets forth the General Evaluation criteria that <br /> must be considered ior allowing Speciai Property Use Pertnits for major above <br /> ground commur,ications facility. They inr,lude: <br /> (a) The need of the neighborhood, district, or City for a proposed Special <br /> Property Use. <br /> (b) The adequacy of streets, utilities, and public services required to serve a <br /> proposed use. <br /> 7� <br />
