A designated team <br />conducted an evaluation of the responses. It recommended awards to five (5) companies: Caterpillar, <br />Inc., Cummins, Inc., Generac Power Systems, Inc., Kohler Power Systems, and MTU Americas, Inc. <br />Evaluations and awards were conducted per Section VI of the released RFP. Proposal evaluation scores <br />are available to the public on Sourcewell's website and provided below. <br />Prop. Eval.-Electrical <br />Energy Power 09222 <br />Cummins, Inc. was ranked 3rd with 843 points. <br />Generator IGCE Analysis <br />The Independent Government Cost Estimate (IGCE) provided on the Washington State Military <br />Department grant application was $547,500.00. The IGCE of $547,500 was based on the 2016 historical <br />cost of $500,000 for a 1250kW, 4160V generator with an escalator for inflation. <br />A fair and reasonable analysis was conducted by reviewing variations of the Cummins commercial diesel <br />emergency power generators with different energy outputs. <br />Evergreen Pump Station has five pumps. After careful consideration, it was determined that only two <br />pumps must run in an emergency to allow operations to continue. The two pumps require a lower kW <br />generator to function than the original generator identified by the IGCE. <br />The following features were also considered: <br />• Voltage cannot be higher than 480V. 480V is the top of the low voltage scale. If the City procures <br />anything higher than 480V, staff will not be able to provide general maintenance or assist with <br />minor repairs. <br />• Engine needs to operate on diesel fuel. All City generators currently use diesel fuel; therefore, <br />diesel fuel is readily available in an emergency. Other fuel sources would be less reliable and difficult <br />to procure during an emergency. <br />• Level 2 enclosure needed. Level 2 enclosures dampen sound, are weather-proof, and are ideal in <br />urban locations.
