Conclusion
Sourcewell solicitation #092222 for Electrical Energy Power Generation Equipment with Related Parts,
Supplies, and Services was not brand name specific and allowed for fair and open competition.
Cummins has the third highest -scored response. The RFP was advertised through multiple platforms.
Additionally, Sourcewell provided a "Comment and Review" document to show the transparency of
their process by identifying the advertisement placed, companies that expressed interest in the RFP,
proposals received, the proposal evaluation committee, a summary of the evaluations, and the final
recommendation of award.
ficeprfl
Comment and
Review -Electrical Ens
However, the City has standardized certain utility infrastructure equipment throughout the City.
Specifically, emergency power generators have been standardized to the Cummins brand for a variety of
reasons. The primary considerations are:
1. Standardization improves the City's redundancy and resiliency, which are critical considerations
for critical infrastructure, specifically through spare and interchangeable part availability. For
example, by standardizing the generators throughout the City, more parts will be on hand for
emergency repairs. If needed, staff could even take parts from a generator in a part of town
unaffected by the power loss.
2. City staff training and experience. City staff operate and maintain the City's infrastructure and
will likely be called upon to perform maintenance and repair work in emergency situations.
Standardization improves staff readiness and resiliency by ensuring that City staff are trained,
qualified, and prepared to take care of critical equipment when needed.
Overall, standardization is essential for the City's ability to effectively respond to emergencies, disasters,
or unplanned outages in a way that minimizes the risk of disruption of drinking and firefighting water.
The recommended award to Cummins Inc is based on the provided information from Sourcewell, as well
as FEMA and the Washington Military Department's approval that procuring a Cummins brand
emergency generator is in accordance with the procurement requirements under 2 C.F.R. Part 200.
Hi
RE EXTERNAL RE
Everett Permanent Ge
16
