The applicant has cited the need to accommodate population density in appropriate <br /> areas such as the Medium Intensity Mixed Use Corridor within the Everett Planning <br /> Area as the basis for the proposed land use map amendment being in the best long <br /> term interests of the Everett community; <br /> 7. Properties designated"Multiple Family, 20 to 29 Dwellings per Gross Acre" are <br /> located in the City of Everett on both sides of 19th Avenue SE, in the general vicinity <br /> of the subject property. Property designated"Multiple Family, 15 to 20 Dwellings <br /> per Gross Acre" is located across 19th Avenue SE from the subject property. The <br /> land use designations for properties within unincorporated Snohomish County located <br /> immediately north, east, and south of the subject property are designated"Single <br /> Family Detached, 10 to 12 Dwellings per Gross Acre." With the exception of the <br /> property to the east of the subject property, these properties are located along the 19th <br /> Avenue SE Medium Intensity Mixed Use Corridor. <br /> 8. The subject property is located in the unincorporated portion of Snohomish County. <br /> If the proposed amendment to the Land Use Map is approved, the applicant will <br /> petition for annexation and, upon annexation, the subject property would be zoned R- <br /> 3 (Multiple Family Medium Density). <br /> 9. The applicant proposes a high quality multiple family development of approximately <br /> 200 dwelling units. <br /> and <br /> WHEREAS,the City Council concludes: <br /> 1. The proposed land use designation"Multiple Family, 20 to 29 Dwellings per Gross <br /> Acre" is consistent with the "Medium Intensity Mixed Use Corridor" designation of <br /> 19th Avenue SE as described in the Land Use Element of the Comprehensive Plan. <br /> 2. The designation proposed by the requested amendment to the land use map of the <br /> comprehensive plan is consistent with at least three of the locational criteria listed in <br /> the Land Use Element for the "Multiple Family, 20 to 29 Dwellings per Gross Acre" <br /> designation(near school, near designated employment center at Murphy's Corner, <br /> located on future RTA transit service corridor, and adjacent to permanent open space <br /> wetlands on the subject and abutting site); <br /> 3. Since the comprehensive plan was adopted in 1994, the City has decided that the <br /> proposed widening of 19th Avenue SE will include 5 lanes, bicycle and pedestrian <br /> facilities, which will better provide for the transportation needs of the proposed land <br /> use designation. <br />
