I <br /> iSECTION 00 22 13 <br /> SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> PART 1 : GENERAL <br /> 1.01 SUMMARY <br /> A. It is the intent of the City of Everett (City)to award a contract to the lowest <br /> responsive and responsible Bidder. Before award, the Bidder must also meet the <br /> supplemental bidder responsibility criteria listed below. Further, the apparent low <br /> Bidder and second apparent low bidder must submit the Bidder Qualification <br /> Statement (Section 00 45 13) and any other documentation listed below to the <br /> City within one business day after the bid opening, unless the City's project <br /> manager, in writing, allows additional time. The City reserves the right to require <br /> such documentation from other bidders also. <br /> 1.02 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience: <br /> 1. Criteria: <br /> a. The Bidder must have successfully completed at least three (3) <br /> Similar Projects within the ten (10) years prior to bid opening. <br /> b. The Bidder's project manager for the Project must have <br /> successfully supervised to completion at least three (3) Similar <br /> Projects within the ten (10) years prior to bid opening. <br /> c. The Bidder's superintendent for the Project must have <br /> successfully supervised to completion at least three (3) Similar <br /> Projects within the ten (10) years prior to bid opening. <br /> 2. Definition of Similar Project: <br /> a. A"Similar Project" means a project that meets all of the following <br /> requirements: <br /> 1) Awarded total contract value of at least $1,000,000 dollars. <br /> 2) Work involving the construction of large infrastructure <br /> components similar to Evergreen Pump Station Upgrades. <br /> 3. Documentation: The Bidder shall submit the Bidder Qualification <br /> Statement as provided in Section 00 45 13, Bidder Qualification <br /> Statement. The City may also use independent sources of information <br /> that may be available to demonstrate whether the Bidder is in compliance <br /> with these criteria. <br /> 4. Evaluation: In evaluating whether these criteria are met, the City may <br /> check references for the previous projects and may evaluate the project <br /> owner's assessment of the Bidder's performance, including but not limited <br /> to the following areas: <br /> a.
