May 3, 2023 <br />6 <br /> <br /> <br /> Ordinance 3951-23 adopted. <br /> <br />COUNCIL BILL 2304-25 <br /> <br />THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “Parks Restrooms <br />Renovation Project,” Fund 354, Program 088, to accumulate design costs in the amount <br />of $240,000 <br /> <br />Moved by Council Member Vogeli, seconded by Council Member Schwab, that this is declared <br />to be the third and final reading of Council Bill No. 2304-25, as amended. <br /> <br /> <br />The Deputy City Clerk was directed to call the roll for the final deposition of the ordinance. <br /> <br /> AYES: Zarlingo, Rhyne, Tuohy, Fosse, Schwab, Vogeli, Stonecipher <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance 3952-23 adopted. <br /> <br /> <br />COUNCIL BILL 2304-29 <br /> <br />THIRD AND FINAL READING: <br /> <br />AN ORDINANCE prohibiting public consumption of controlled substances, amending <br />Chapter 10.35 EMC <br /> <br />Moved by Council Member Schwab, seconded by Council Member Zarlingo, that this is declared <br />to be the third and final reading of Council Bill No. 2304-29, as amended. <br /> <br />President Stonecipher announced that yesterday the Washington State Governor called a special <br />30-day session of the State Legislature, that will begin on May 16th, to try and pass a new drug <br />possession law to replace a stop-gap measure that expires on July 1st. <br /> <br />President Stonecipher the invited Assistant City Attorney Lacey Offutt, to provide an update on <br />adjustments to the ordinance since the last council meeting, and answer council questions. <br />
