4 <br /> <br />M. Proposed Action Agenda: Items appearing on Council's upcoming agenda <br />requiring Council action but not requiring staff presentation. <br />N. Adjourn <br />SECTION 4: REMARKS AND DEBATES <br />In presiding over the Council Meeting, the Council President/ presiding officer may move <br />to end debate on any issue and call for a vote, provided that each member has had at <br />least one opportunity to speak to the issue. If that motion is seconded, no discussion will <br />be allowed until the President's / presiding officer’s motion is voted upon. <br /> <br />SECTION 5: CODE OF CONDUCT <br />The Everett City Council is committed to maintaining a professional and respectful <br />environment for all members of the City of Everett. Nothing in this Code of Conduct shall <br />serve as the sole justification for restricting a councilmember’s right to attend and <br />participate in council meetings. As stewards of the public trust, each Councilmember is <br />expected to: <br />• Conduct themselves with self-awareness, self-respect, and professionalism; <br />• Treat all others with respect, dignity, and civility, regardless of status or position; <br />and <br />• Refrain from engaging in hostile, intimidating, offensive, or unlawful activities or <br />behaviors that may amount to discrimination, harassment, sexual harassment, or <br />bullying. <br />This Code of Conduct applies equally and at all times to all members of the Everett City <br />Council, both on and off the property of the Everett Municipal Building and Council <br />Chambers. <br />SECTION 6: PUBLIC COMMENT <br />To facilitate the orderly presentation of public comments: <br />1. For in person meetings, those wishing to speak must complete a speaker sheet and <br />present it to the Council Support Staff. <br />2. If a speaker is providing public comment remotely, they must complete a speaker <br />sheet on-line no later than 30 minutes before the start of the meeting when using a <br />virtual platform such as zoom to comment. <br />3. Public comment on agenda items can be provided either during the designated public <br />comment time or the speaker may elect to wait to present their comments until the <br />agenda item is read. Speakers shall indicate, on the speaker form, if they wish to <br />speak under public comment or at the time the item is called.
