NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT does Ordain: <br /> Section 1. Section 4 of Ordinance#1671-89, as amended by Section 2 of Ordinance #1847-92 <br /> (EMC 19.04), is hereby amended by the addition of the following definitions: <br /> "Above ground utility and communications facility" means a structure or improvement built <br /> or installed above ground for the purpose of providing utility services or communications <br /> services to more than one lot. Included in this definition for purposes of this Title are electrical <br /> substations; water storage reservoirs or tanks or pumping stations; telephone exchanges, man- <br /> made regional drainage detention or retention facilities; natural gas regulating facilities greater <br /> than 4 feet in height; sewer lift stations; wireless communications facilities including personal <br /> wireless service facilities; television or radio transmission or reception towers, antennas; and <br /> other ancillary or similar facilities or structures housing utility or communications equipment or <br /> improvements as determined by the Planning Director. Facilities not included in this definition <br /> include fire hydrants; amateur radio antennas or towers and television reception dishes or <br /> antennas for private residential use regulated by Section 39.040 (EMC 19.39.040); utility poles <br /> carrying electrical transmission lines with 55,000 volts or less of electrical power; telephone or <br /> television cables; utility structures less than 4 feet in height above grade, minor above ground <br /> equipment associated with underground utility facilities, or other such facilities as determined by <br /> the Planning Director. This term shall not apply to equipment and vehicle storage yards, offices <br /> and buildings used to support the operations of utility or communication service providers. <br /> "Antenna" means any exterior apparatus or apparatuses designed for telephonic, radio, data, <br /> Internet, or other communications through the sending and/or receiving of electromagnetic waves <br /> or radio frequency signals, including without limitation equipment attached to a tower or <br /> building for the purpose of providing personal wireless services. <br /> "Tower" means any structure that is designed and constructed primarily for the purpose of <br /> supporting one or more antennas, including self-supporting lattice towers, guy towers, or <br /> monopole towers. The term encompasses personal wireless service facilities towers, microwave <br /> towers, common-carrier towers, cellular telephone towers, personal communications services <br /> towers, alternative tower structures, and other similar structures, and its attendant base station. <br /> Section 2. Section 39.040.A.1 of Ordinance#1671-89, as amended (EMC 19.39.040.A.1), <br /> which reads as follows: <br /> 1. Except for amateur radio towers and antennae,the height of any antenna shall not <br /> exceed five feet above the maximum permitted building height above the base elevation <br /> of the principal building, and shall not exceed the horizontal distance between the base of <br /> the antenna and the nearest property line. <br /> is hereby amended to read as follows: <br />
