The Superintendent shall be in general charge end super; <br /> vision of the Water Department . The other employees end assist- <br /> ants shall perform such duties es pertain to the nature of <br /> their office and as authorized and directed by the Superintendent <br /> and Commissioner of Public 'works. <br /> Section 20: There is hereby created in the Water <br /> Department the following additional officers, assistants and <br /> employees in connection with ;rater Construction Project <br /> No. 5A , to-wit : <br /> One (1) Project Engineer; One (1) or more Transitmen <br /> One (1) or more levelmen; One ( 1) or more rodmen; One (1) <br /> or more head chairmen; One ( 1) or more rear chainmen ; one (1) <br /> or more Axemen; One (1) or more Draftsmen. <br /> None of such officers, assistants or employees shall <br /> be permanent officers, assistants or employees, but shall be <br /> considered as temporary officers, assistants and employees <br /> and shall be employed only when there is work to perform. <br /> Such officers, assistants and employees shall perform <br /> the duties which the superintendent of the water system or <br /> Commissioner of Public Works shall designate . <br /> Section 21: It is the purpose of this Ordinance <br /> to fix the number and description of the permanent assistants, <br /> deputies end employees in the various offices of the city of <br /> Everett, and nothing herein contained shall be construed <br /> so es to prevent the various officers and various heads of the <br /> departments of the City of Everett from employing, with the <br /> consent of the "ity council, such employees as, from time to <br /> time, may be necessary in the proper discharge of the duties <br /> of such officers, or from discontinuing such temporary employees <br /> when the necessity therefor has ceased to exist. <br /> Section 22: The following named officers assist- <br /> ants and employees, unless otherwise provided by the City <br /> Charter, shall be appointed by the following persons, to-wit: <br /> The Deputy city Attorney and the Stenographer in the <br /> City Attorney' s office shall be appointed by the City Attorney. <br /> The officers, assistants and employees in the Depart- <br /> ment of Finance shall be appointed by the Commissioner of Finance. <br /> The officers, assistants and employees in the Depart- <br /> ment of Safety Shall be appointed by the Commissioner of Safety. <br /> The officers, assistants and employees in the Depart- <br /> ment of Public Works shall be a,point ed by the Commissioner of <br /> Public Works. <br /> Appointments in the Police and Fire Departments, <br /> except the Chief of Fire Department , Chief of Police, Police <br /> Matron and Cook and Jailer, shall be made subject to Civil <br /> Service regulations of the City of Everett. <br />
