2. Development with approximately 100 townhomes will increase opportunities for home <br /> ownership in a community that has seen primarily rental housing development in the <br /> immediate area over the past 25 years. <br /> 3. There is not sufficient demand for retail use other than auto-oriented type of commercial <br /> use in the general area. Owner occupied attached housing will provide an attractive <br /> option that the property owner believes will be successful for the property. <br /> 4. The planning process considered all of the elements of the work plan identified by <br /> Ordinance No. 3314-13. <br /> 5. The proposed land use plan is consistent with the Everett Comprehensive Plan. <br /> 6. No changes to existing comprehensive plan policies or development standards are <br /> required in order to implement the land use plan for the subject property. <br /> 7. The proposed land use plan for the property will be implemented through the shoreline <br /> permit process. <br /> 8. The proposed land use plan promotes the best long term interests of the Everett <br /> community. <br /> NOW,THEREFORE BE IT RESOLVED that the Planning Commission recommends: <br /> 1. That the City Council approve the conceptual land use plan for the subject property, <br /> attached hereto as Exhibit A,to be implemented through the City's shoreline permit <br /> process; <br /> 2. That the design of the exterior of the buildings on the subject property substantially <br /> conform to the building elevation attached hereto as Exhibit B; <br /> 3.
