housing stock in the vicinity is rental housing,though there are a small <br /> number condominium housing developments around Silver Lake. <br /> d. The development proposed by Taylor Development will comply with the <br /> City's design standards for multiple family housing. Taylor has committed to <br /> using high quality building materials for the exterior of the townhomes. <br /> e. The subject property is located between Safeway and the Reflections <br /> apartment property. While it will improve the quality of the built environment <br /> along the highway frontage, it is not likely to significantly change the <br /> character of development in the vicinity, as most sites are already intensively <br /> developed. <br /> f. The public is very interested in extending the existing trail system around <br /> Silver Lake off-site,but in the vicinity of the subject property. The public <br /> also expressed interest in having the ability to enjoy the view of Silver Lake <br /> from the subject property. <br /> g. Taylor Development has agreed to contribute funding to extend the off-site <br /> public access trail on the City's Green Lantern Park site. <br /> h. Taylor Development has offered to provide an easement for pedestrian access <br /> between 110th Street SE on the north side of the property and 19th Avenue SE <br /> on the south side of the subject property,for pedestrian convenience. <br /> i. The proposed development will create a pedestrian friendly street frontage <br /> along 19th Avenue SE, and will encourage pedestrian activity with the <br /> extension of the public trail on the Green Lantern Park site and the pedestrian <br /> corridor through the subject property. <br /> j. Taylor Development has offered to provide a view point on its property for <br /> use by the public,as suggested during the public planning process. <br /> k. Traffic congestion will be mitigated by having two points of ingress and <br /> egress to the site,with restricted no left-turn movements allowed on 19`h <br /> Avenue SE(SR 527). Pedestrian convenience will be improved with the trail <br /> extension on the south side of SR 527 on Green Lantern Park, and the public <br /> pedestrian easement between SR 527 and 110th Street SE. <br /> 1. Taylor Development has reported that Safeway is pleased with the prospect of <br /> 100 additional dwellings adjacent to their Silver Lake store. <br /> m. Taylor Development will restore and enhance the stream/wetland buffer <br /> along the east side of the subject property. <br /> WHEREAS,the Planning Commission concludes the following: <br /> 1. The City,the property owner, and the neighborhood have conducted a robust public <br /> participation process,and the plan proposed by Taylor Development responds to many of <br /> the comments and suggestions raised by neighbors through the planning process. <br /> PC Resolution 14-02 ---•—_.___3 <br />
