PLANNING COMMISSION <br /> RESOLUTION NO. 14-02 <br /> A Resolution Recommending that the City Council Approve a Land Use Concept Plan for the <br /> Silver Lake Property, and Repeal Ordinance No. 3314-13. <br /> WHEREAS,the Planning Commission finds the following: <br /> 1. The City Council adopted Ordinance No. 3314-13 on February 6,2013,establishing <br /> an interim land use regulation and a planning process for a property containing <br /> approximately 7 acres located on the north side of Silver Lake and to the east and <br /> south of the Safeway store; <br /> 2. The subject property had previously been part of a larger mixed use proposal that had <br /> been approved by the City,but due to economic circumstances, was never developed. <br /> 3. The City Council stated in the Ordinance establishing the interim regulation the <br /> following: <br /> "Because of the site's unique location and proximity to Silver Lake, it is a critical <br /> property for the future of the Silver Lake neighborhood and the greater community. <br /> A transition to a new use will have ramifications for years to come." <br /> 4. The City contacted the new property owner, Taylor Development, and the Silver Lake <br /> Neighborhood to initiate the re-use planning process to address the following <br /> elements that were identified in the work plan for the planning process: <br /> • The range of alternative uses for which the site may be suitable. <br /> • A range of opportunities to integrate public access, recreation, environmental <br /> enhancement or other public benefits with future use of the Property, while <br /> recognizing the practical constraints of the property and private property rights. <br /> • The compatibility of potential future uses of the Property with other existing and <br /> future uses in the vicinity, and how potential future uses may affect the Silver <br /> Lake neighborhood,and the greater community. <br /> PC Resolution 14-02 1 <br />
