1
Exhibit A – Scope of Work
for
High-Rate Filtration Project Report
Jacobs Engineering Group Inc (Jacobs) shall provide the following services to City of Everett
(City).
Summary of Key Assumptions
There are several assumptions upon which the scope and budget for this work are based. These
are summarized below:
The Project Report documentation required by DOH for the on-going design work at the
Water Filtration Plant (WFP) for improvements identified in the 2021 WFP Facility Plan shall
be completed by others. On-going design work is understood to be for improvements
related to: the intake valve, flocculation basins, chemical storage, and CFDS valve/gate.
No additional hydraulic capacity analysis of the overall and various component elements of
the WFP is deemed necessary or planned as part of this work, as it was adequately covered in
the 2021 WFP Facility Plan. Additional hydraulic modeling will be completed during detailed
design.
The Project Report developed as part of this work shall reference and/or attach the 2021
WFP Facility Plan and other applicable documentation, including the Project Report
documentation referenced above for the improvements that are currently being designed.
The Project Report being developed as part of this work shall briefly summarize but not
recreate or re-state any prior applicable documentation meeting the requirements of the
DOH Project Report.
Most of the requirements for a Project Report, as presented in WAC 246-290-110 are
applicable to this work and shall be addressed in the Project Report. These include all of
Articles (1), (2), and (3), and most of (4). However, some elements of WAC 246-290-110
are not applicable to this work. These non-applicable elements include: (4)(a)(iii) and (v);
(4)(b)(ii), (iii), (iv), and (v); (4)(e), (g), (i), and (j). These non-applicable elements of WAC
246-290-110 will not be addressed in the Project Report for this work.
It is assumed that no updated to City’s Water System Plan (WSP) is required by DOH
associated with DOH’s review and approval of the Project Report for this work and the current
WSP can be referenced as required.
Task 1.Test Plan DOH Coordination
Jacobs shall provide additional support for coordination during the Pilot Study as requested by
the City, including three additional quarterly check-in meetings requested by DOH. Jacobs
support for these meetings shall include preparation of data in Microsoft PowerPoint format to
convey recent results and test status with DOH as well as coordination with the City prior to each
meeting to define the expected outcomes of each meeting, and the information to be presented.
