(Landau) is pleased to submit this proposal for environmental support services <br />to the City of Everett (City) for the Federal Avenue Modular Wetland project (the project). The project <br />is being conducted within the ExxonMobil/ADC Site (Exxon/ADC Site), which is a Washington State <br />Department of Ecology (Ecology) Model Toxics Control Act (MTCA) cleanup site. Landau’s objective is <br />to support the City’s implementation of the project in accordance with the Exxon/ADC Soil and <br />Groundwater Management Plan (SGMP; Landau 2021). This SGMP was prepared by Landau for the <br />Port of Everett to guide intrusive activities during marine terminal improvements, which were <br />subsequently adopted by the City for use during the project. <br />Landau provided support to the City in preparation for and during installation of the modular wetland <br />in November and December 2022; construction activities for the project are expected to be <br />completed in December 2022. The current contract between Landau and the City expires on <br />December 31, 2022. This proposed scope of work includes activities that will occur in 2023, which <br />includes reporting, project management, and a contingency amount for any additional on-site <br />observation requests. <br />Scope of Services <br />The following sections present Landau’s proposed scope and the requested budget for each task. <br />Task 010 . Reporting <br />This task includes preparation of a construction completion report that documents observations <br />collected during excavation, documentation of soil exported from the site for disposal and <br />groundwater discharged to the sanitary sewer, and a description of unanticipated conditions or <br />hazardous materials encountered during the project and any additional actions taken.
