Program Appendix H: <br />Emergency Management Performance Grant Program <br />As a reminder, while this appendix contains Emergency Management Performance Grant (EMPG) <br />Program -specific information and requirements, the main content of this Manual (non -appendix <br />information) contains important information relevant to all preparedness grant programs, including the <br />EMPG Program. <br />NOTE: An "EMPG Requirements Matrix" is provided at the end of this Appendix. It is intended to serve as <br />a useful reference for grant recipients and subrecipients by capturing all of the various programmatic and <br />financial requirements associated with the FY 2023 EMPG Program. <br />EMPG Program Priorities <br />The national priorities for the FY 2023 EMPG Program are: <br />• Equity <br />• Climate Resilience <br />• Readiness <br />These priorities correspond directly to goals outlined in the 2022-2026 FEMA Strategic Plan. All EMPG <br />Program recipients are encouraged to review the strategic plan and consider how FY 2023 EMPG Program <br />funding can be used to support the Plan's goals and objectives as they apply to the state/territory's specific <br />needs and the needs of the whole community. The national priorities are explained in further detail in the <br />FY 2023 EMPG Program Notice of Funding Opportunity (NOFO). <br />Alignment of the EMPG Program to the National Preparedness System <br />The EMPG Program contributes to the implementation of the National Preparedness System by supporting <br />the building, sustainment, and delivery of core capabilities. Core capabilities are essential for the execution <br />of critical tasks for each of the five mission areas outlined in the National Preparedness Goal (the Goal). <br />The EMPG Program's allowable costs support efforts to build and sustain core capabilities across the <br />Prevention, Protection, Mitigation, Response, and Recovery mission areas described in the Goal. <br />FEMA requires recipients to prioritize grant funding to demonstrate how EMPG Program -funded <br />investments support 1) building or sustaining those capabilities that are identified as high priority through <br />the Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review <br />(SPR) process and other relevant information sources, such as: i) after -action reports (AARs) following <br />exercises or real -world events; ii) audit and monitoring findings; iii) Hazard Mitigation Plans; and/or iv) <br />other deliberate planning products; and 2) closing capability gaps that are identified in the state or <br />territory's most recent SPR. To better understand the relationship between building capabilities and closing <br />capability gaps, refer to Comprehensive Preparedness Guide (CPG) 201: Threat and Hazard Identification <br />and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) Guide.. In advance of issuing <br />the FY 2023 EMPG Program awards, FEMA Regional Administrators will identify individual regional <br />priorities based on their unique knowledge of each region's preparedness and emergency management <br />needs and will share those priorities with the states and territories within their region. The final priorities <br />will be identified and mutually agreed to by the state/territory and Regional Administrator through a <br />collaborative negotiation process. Ideally, all EMPG Program -funded projects, as outlined in the approved <br />FY 2023 EMPG Program Work Plan, will support the priorities identified through this collaborative <br />approach.
