Late Submissions <br /> 7.1 Any RFFP Final Proposal, proposal modification, or request to withdraw an RFFP Final <br /> Proposal that is received after the deadline set forth herein may not be considered. <br /> 7.2 The only acceptable evidence to establish the date/time of receipt at the office designated <br /> in this RFFP is the time/date stamped or printed by the Owner on the bid envelope or <br /> package or other documentary evidence of receipt maintained by the Owner. <br /> 8. Final Selection <br /> Final selection of a Contractor for negotiation of contract terms and preconstruction services work <br /> plan and fees will be made consistent with the requirements set forth in the RFP document. <br /> 9. Preconstruction Services — Preconstruction Work Plan and Contract <br /> Within seven (7) calendar days of notification that the Owner has identified the Highest <br /> Qualified GC/CM Proposer and has invited that Proposer to enter into negotiations on <br /> preconstruction services, the Contractor and Owner shall meet to discuss the preconstruction <br /> services scope. Following that meeting, the Contractor shall prepare and present to the <br /> Owner a draft preconstruction work plan & proposed fee breakdown (Work Plan) for the <br /> preconstruction services on the Project. Electronic submission of this draft is preferred. The <br /> Owner and the Contractor will establish a date to meet and review the draft Work Plan, <br /> negotiate scope &fees and arrive at an acceptable Work Plan for preconstruction services on <br /> the Project. Following this review meeting and prior to the due date indicated for the Final <br /> Draft Pre-Con work plans/fees identified in the RFP, the Contractor is required to submit Final <br /> Work Plans to the Owner for final review/approval and incorporation into the GC/CM Contract. <br /> The Contractor will not be entitled to any compensation under this paragraph until final Work <br /> Plans, satisfactory to the Owner, are provided, and the GC/CM Contract is fully executed. <br /> The Owner has established a budget of approximately$250,000 for Preconstruction Services for <br /> this Project, subject to negotiation with the selected Proposer. The Preconstruction Services <br /> budget stated excludes Washington State Sales Tax. Physical labor and subcontracted testing <br /> for investigative construction and testing would be in addition. However, the management efforts <br /> would be part of this amount. <br /> The Contractor shall develop the Work Plan in accordance with the Contract Documents. The <br /> Work Plan shall include a description of the services to be performed by the Contractor and, at a <br /> minimum, shall support the Key Principles and Approaches described in Section 3.2 of the RFP, <br /> Article 3.1 of the GC/CM Contract and Specification Section 00 50 07 Attachment A-1 —Scope of <br /> Work for Preconstruction Services of this RFFP. <br /> The Work Plans shall be in tabular or spreadsheet format and include a schedule of the <br /> tasks/activities for preconstruction services, the role/name(s) of the individuals that will be used <br /> to complete each task/activity, the anticipated number of hours to complete each task/activity and <br /> the hourly rate for each individual that the Contractor intends to use to accomplish the tasks <br /> assigned. (Refer to sample GC/CM Preconstruction Work Plan, Specification Section 00 50 08 — <br /> Attachment A-2.) The hourly rates multiplied by the number of hours will indicate a subtotal of <br /> the anticipated cost for each role/person. The sum of those subtotals will indicate a total <br /> anticipated fee for the GC/CM Preconstruction Services.
