Violations & EMC Sections <br /> Inspection of the property reveals the following conditions and violations: <br /> An inspection of the property on December 9, 2019 revealed the structure that extends <br /> north and south along the eastern portion of the lot has been altered without required <br /> permits and approvals. Most of the alterations to the structure and property are <br /> associated with the primary commercial tenant, the Pacific Market. The inspection was <br /> performed by members of the Building, Fire Marshal, Planning, and Code Enforcement <br /> Departments. <br /> Walls have been removed and added, equipment and/or stock installed block access to <br /> original exit doors, the egress doors and paths altered, and roof structures and <br /> accessory structures on the exterior have been constructed without required permits. <br /> Unpermitted, non-compliant and unsafe electrical conditions are present throughout the <br /> structure including the use of flexible cords (extension cords) and power strips which <br /> pass through walls, doors, and ceiling, further the lack of GFCI outlets and circuits, <br /> electrical components exposed to moisture and the lack of working space clearance for <br /> electrical panels and equipment in various locations. Egress concerns include poorly <br /> identified, miss identified, and/or blocked egress doors and pathways and prohibited <br /> egress door hardware are present. Additional Fire code concerns include the presence <br /> of holes and penetrations through the ceiling tiles and the lack of required clearance <br /> between the ceiling surface and combustibles below. <br /> Zoning code concerns include the presence of unpermitted accessory structures, the <br /> lack of landscape maintenance and trees along the north lot line that have been topped <br /> and failure to meet transparency requirements for the facade. Additionally, a residential <br /> property (approximately 10,000 sf in area) at the northeast portion of the subject parcel <br /> remains zoned (R-1) for residential use only. The current commercial use of this area <br /> including outdoor storage, vehicle storage, and shipping containers are prohibited <br /> within residential zones. This portion of the parcel also contains a highly dilapidated <br /> accessory structure and nuisances including discarded garbage, junk, and noxious <br /> vegetation (black berry bushes.) <br /> A.
