Work on existing buildings should comply with the IEBC. The IEBC provides three alternative <br /> methods for performing work: the Prescriptive Compliance Method (Section 301.1.1), the Work <br /> Area Method (301.1.2), and the Performance Compliance Method (301.1.3). The method <br /> selected for the project should be specified. A statement should be provided clarifying the <br /> types of work that are included in the project (e.g., repairs, additions, change of occupancy, <br /> etc.) and referencing the appropriate IEBC sections. The comments provided herein presume <br /> the project will comply with the Work Area Method of Chapter 5. Based on a review of the <br /> construction drawings, the proposed project appears to include the following work: Level 2 <br /> Alternations (Chapter 8). Additional and alternative types of work required for the project <br /> should be identified by the designer-of-record. See IBC Section 101.4.7, and IEBC Sections <br /> 301.1 and 504. <br /> 2. The south M-occupancy space in "Building B"appears to have unpermitted alterations. Existing <br /> conditions are similar to the"1995 1996 Daves Place" permit drawings available in the City of <br /> Everett records. The current plan has multiple discrepancies with the permitted <br /> drawings. Examples include removing a counter and adjacent room of unspecified use, <br /> changing the women's restroom into storage, changing the men's restroom into an apparent <br /> unisex restroom, adding an office, adding a cold storage, and other miscellaneous <br /> modifications. The construction drawings should be revised to include changes to the building <br /> layout. All changes should be shown as new construction. Details for the changes should be <br /> provided (e.g., wall construction, accessibility requirements, etc.). All work should conform to <br /> the IBC for new construction. See IEBC Section 801.3. <br /> 3. The existing configuration of the south A-occupancy space in "Building A"is not shown. Limited <br /> record documents for this area indicate a restroom area in the northeast corner that is not <br /> shown in the submitted drawings. The existing configuration should be shown. The existing <br /> configuration should be modified to comply with the current code requirements unless <br /> conditions can be shown to be previously permitted. See IEBC Section 801.3. <br /> 4. The project involves Level 2 Alterations per IEBC Chapter 8. Accessibility improvements per <br /> IEBC Section 705.2 should be included in the project. Potentially inaccessible elements include, <br /> but are not limited to, the bathrooms, drinking fountains, and parking including striping and <br /> signage. Where the building is made to be less than fully-accessible per one of the exceptions, <br /> documentation substantiating the limited accessibility improvements should be submitted for <br /> review. Where Exception 1 is used, the documentation should itemize the improvements and <br /> estimated cost of work associated with each item. See IEBC Section 806.1. <br /> 5. The egress routes for both M-occupancy spaces have not been determined considering shelving <br /> and other fixtures that are presumed to be in the spaces. The existing fixtures should be <br /> shown and the routes revised to show the actual travel distances.
