Domestic Violence Coordinator Program <br />Feasibility Study Agreement <br />Exhibit "A" <br />Scope of Work <br />Bridge Coordination Services, LLC will develop a professional independent Domestic Violence <br />Coordinator Program feasibility study to evaluate the projected service hours needed to provide a <br />robust response to victims of Domestic Violence. Upon completion of the Study, Bridge <br />Coordination Services, LLC. will present a written report containing findings and <br />recommendations concerning the proposed project. Bridge Coordination Services, LLC. warrants <br />that the report will be prepared in accordance with industry standards for such reports. Though <br />the exact format of the report will evolve as the engagement progresses, the following objectives <br />will be addressed: <br />1. Provide clear definition and information on the difference between system -based Law <br />Enforcement integrated Domestic Violence Coordinators and Community based <br />advocacy services. <br />2. Evaluate the potential of implementation of Domestic Violence Coordinators within the <br />Everett Police Department based on an analysis of historical trends of domestic violence <br />calls for service. (Both Criminal and non -criminal cases) <br />3. Evaluate the potential of implementation of Domestic Violence Coordinators within the <br />Everett Prosecuting Attorney's Office based on an analysis of historical trends of charged <br />and reviewed domestic violence criminal cases. <br />4. Comment on the appropriate number of service hours which would best serve the needs <br />of the community. <br />5. Provide analysis of maximum and minimum staffing <br />6. Survey and Interview City of Everett staff (Police patrol, investigations, records clerks, <br />first line supervision and Command, DV Prosecutors, legal assistants and clerks) and <br />identify the needs of each department to support a robust response to victims of Domestic <br />Violence. <br />7. Identify areas of improvement in the response to victims of domestic violence <br />8. Identify limitations and advantages for implementing Domestic Violence Coordinators in <br />the Everett Police Department. <br />9. Identify limitations and advantages for implementing Domestic Violence Coordinators in <br />the Everett Prosecuting Attorney's Office Department. <br />10. Provide an assessment of limitations and advantages of creating City of Everett FTE <br />11. Provide an assessment of limitations and advantages of utilizing contract services. <br />12. Project cost analysis for the first five years of operations with City Employed FTE's in <br />comparison to projected cost analysis for the first five years of operations utilizing <br />contract services. <br />13. Identify possible funding sources for City Grant analysts to further explore. <br />
