Domestic Violence Coordinator Program Feasibility Study Agreement Exhibit "A" Scope of Work Bridge Coordination Services, LLC will develop a professional independent Domestic Violence Coordinator Program feasibility study to evaluate the projected service hours needed to provide a robust response to victims of Domestic Violence. Upon completion of the Study, Bridge Coordination Services, LLC. will present a written report containing findings and recommendations concerning the proposed project. Bridge Coordination Services, LLC. warrants that the report will be prepared in accordance with industry standards for such reports. Though the exact format of the report will evolve as the engagement progresses, the following objectives will be addressed: 1. Provide clear definition and information on the difference between system -based Law Enforcement integrated Domestic Violence Coordinators and Community based advocacy services. 2. Evaluate the potential of implementation of Domestic Violence Coordinators within the Everett Police Department based on an analysis of historical trends of domestic violence calls for service. (Both Criminal and non -criminal cases) 3. Evaluate the potential of implementation of Domestic Violence Coordinators within the Everett Prosecuting Attorney's Office based on an analysis of historical trends of charged and reviewed domestic violence criminal cases. 4. Comment on the appropriate number of service hours which would best serve the needs of the community. 5. Provide analysis of maximum and minimum staffing 6. Survey and Interview City of Everett staff (Police patrol, investigations, records clerks, first line supervision and Command, DV Prosecutors, legal assistants and clerks) and identify the needs of each department to support a robust response to victims of Domestic Violence. 7. Identify areas of improvement in the response to victims of domestic violence 8. Identify limitations and advantages for implementing Domestic Violence Coordinators in the Everett Police Department. 9. Identify limitations and advantages for implementing Domestic Violence Coordinators in the Everett Prosecuting Attorney's Office Department. 10. Provide an assessment of limitations and advantages of creating City of Everett FTE 11. Provide an assessment of limitations and advantages of utilizing contract services. 12. Project cost analysis for the first five years of operations with City Employed FTE's in comparison to projected cost analysis for the first five years of operations utilizing contract services. 13. Identify possible funding sources for City Grant analysts to further explore.
