Michael Brick
From: Michael Brick
Sent: Thursday,June 27, 2019 3:57 PM
To: Ryan Sass
Cc: Tim Miller
Subject: RE: Downtown Everett — Parking Study
Ryan,
On Tuesday June 25th I was asked to make a Traffic Mitigation Fee estimate for a proposed multifamily apartment
building at 2721 Wetmore. I was informed that the developer was intending to provide more parking than the minimum
amount required by the zoning code and that he was requesting a reduction or elimination of traffic mitigation fees for
this building based on this extra parking. Based on a discussion with Tim Miller on Tuesday, and consistent with the
City's long-standing policy that parking spaces do not generate traffic and only support traffic generated by other land
uses,Traffic Engineering determined that the additional parking spaces would neither increase nor decrease the trip
generation (and traffic mitigation)for this project. We determined that that number of apartment units in the proposed
building, and not the number of parking spaces, was the appropriate factor to consider when making a traffic mitigation
fee estimate. Any trips associated with cars parking in the proposed facility to access other, nearby buildings were
mitigated when those buildings were created. Assessing additional mitigation on a development based on those spaces
would be a "double charge"for traffic mitigation for the vehicle trips, which is not allowed.
There is no need to have a traffic engineer evaluate the traffic impacts of providing additional parking;the only reason
that a traffic engineer may become involved is if the developer choses to have an optional trip generation study
prepared to use as the basis for final traffic mitigation fee calculations,or if the Planning department's requirement for a
Travel Demand Management(TDM) Plan is triggered by the scope of the development.
Please let me know if you have any further questions,
Sincerely,
Michael
From: Ryan Sass<RSass@everettwa.gov>
Sent:Thursday,June 27, 2019 8:49 AM
To: Michael Brick<MBrick@everettwa.gov>
Cc:Tim Miller<TMiller@everettwa.gov>
Subject: FW: Downtown Everett" Parking Study
Hi Michael,
It sounds like our review assumed more trip generation than before. Was the increase in trips based on or related to the
proponent adding more parking above code minimum? Please see Allan's note below and let me know. Thanks.
Ryan
From:Allan Giffen<AGiffen@everettwa.gov>
Sent:Thursday,June 27, 2019 7:59 AM
