I was informed that the developer was intending to provide more parking than the minimum <br /> amount required by the zoning code and that he was requesting a reduction or elimination of traffic mitigation fees for <br /> this building based on this extra parking. Based on a discussion with Tim Miller on Tuesday,and consistent with the <br /> City's long-standing policy that parking spaces do not generate traffic and only support traffic generated by other land <br /> uses,Traffic Engineering determined that the additional parking spaces would neither increase nor decrease the trip <br /> generation (and traffic mitigation)for this project. We determined that that number of apartment units in the proposed <br /> building, and not the number of parking spaces,was the appropriate factor to consider when making a traffic mitigation <br /> fee estimate. Any trips associated with cars parking in the proposed facility to access other, nearby buildings were <br /> mitigated when those buildings were created.
