Ecology's total contribution will be up to
$301,110. The City's match of $100,370 will come from utility funds.
Project summary statement:
The grant will fund a study of potential locations where regional stormwater facilities could be
most effectively constructed in the separated stormwater drainage basins. Regional stormwater
facilities provide numerous benefits over the current practice of constructing facilities on a
project -by -project basis. These benefits include reduced maintenance requirements and
inspection, the ability to address existing stormwater issues, and in some cases encouraging
redevelopment and growth.
The study will build on previous work in the recently completed 2022 Surface Water
Comprehensive Plan and Receiving Water Conditions Assessment. The study is the first step to
developing the Regional Stormwater Facility Plan called for in the updated EMC 14.28.070.
Recommendation (exact action requested of Council):
Authorize the Mayor to sign Grant Agreement No. WQC-2023-EverPW-00118 with the
Washington State Department of Ecology for a total project amount of $401,480.
