DEPARTMENT OF <br />IMaw <br />ECOLOGY <br />State of Washington <br />Agreement No. WQC-2023-EverPW-00118 <br />WATER QUALITY COMBINED FINANCIAL ASSISTANCE AGREEMENT <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />CITY OF EVERETT <br />This is a binding Agreement entered into by and between the state of Washington, Department of Ecology, hereinafter <br />referred to as "ECOLOGY," and City of Everett, hereinafter referred to as the "RECIPIENT," to carry out with the <br />provided funds activities described herein. <br />GENERAL INFORMATION <br />Project Title: <br />Total Cost: <br />Total Eligible Cost: <br />Ecology Share: <br />Recipient Share: <br />The Effective Date of this Agreement is: <br />The Expiration Date of this Agreement is no later than: <br />Project Type: <br />Regional Stormwater Facility Planning <br />$401,480.00 <br />$401,480.00 <br />$301,110.00 <br />$100,370.00 <br />07/01/2022 <br />06/30/2025 <br />Stormwater Facility <br />Project Short Description: <br />This project will ultimately improve water quality through further analysis of the Receiving Water Conditions Assessment <br />developed as part of the Stormwater Management Action Plan to identify stormwater facility locations within the City of <br />Everett. This project will produce a Regional Facility Report, Adaptive Management Plan, and Conceptual Design <br />Report to include at least five facility designs to address receiving water impairments from existing developed and <br />anticipated redevelopment areas. <br />Project Long Description: <br />The City of Everett's surface water service system is comprised of three watersheds and 22 major drainage basins <br />which total over 11,000 acres. The three watersheds are Port Gardner/Possession Sound Watershed, the Snohomish <br />Watershed, and the Lake Washington Watershed. The surface water service system is managed by the RECIPIENT to <br />protect and enhance the City's downstream receiving waters, and ultimately the Puget Sound. <br />
