State of Washington Department of Ecology <br />Agreement No: WQC-2023-EverPW-00118 <br />Project Title: Regional Stormwater Facility Planning <br />Recipient Name: City of Everett <br />SCOPE OF WORK <br />Task Number: 2 Task Cost: $51,284.00 <br />Task Title: Project Planning and Preparation <br />Page 9 of 46 <br />Task Description: <br />The RECIPENT will draft an Assessment Approach Memorandum. The Memorandum will detail an approach to identify <br />regional facility alternatives. The RECIPIENT will use information from the Receiving Water Conditions Assessment (RWCA) <br />to identify potential stormwater facility types and contributing areas. The RECIPIENT will develop a framework and tools to <br />guide the facility and site selection process. <br />A. The RECIPIENT will review the City of Everett Surface Water Comprehensive Plan, RWCA, stormwater complaint <br />records, and existing treatment facility locations to select areas within the City to include in the Regional Facility Assessment. <br />This will include identifying and confirming known stormwater management influences (SMI), stream erosion, water quality <br />issues, and identifying existing flow control and water quality treatment facilities. The RECIPIENT will map areas with <br />unmitigated or partially mitigated pollution generating and non -pollution generating impervious surfaces and flood control <br />exemption boundaries. <br />B. The RECIPIENT will host a maximum of three meetings with stakeholders, to include representatives from Public Works <br />(Surface Water Management, Transportation and Maintenance), Parks, and Community, Planning & Economic Development. <br />The purpose of these meetings is to receive feedback regarding facility type preferences and locations of planned <br />improvements. <br />C. The RECIPIENT will develop metrics to evaluate water quality and flow control facility alternatives and to compare the <br />cost between implementing site -specific best management practices (BMPs) and regional facilities. The RECIPIENT will <br />develop metrics to rate the facilities based on the City's priorities, vision for stormwater, and feedback received at the <br />stakeholder meetings. The RECIPIENT will also consider cost, operations and maintenance, treatment efficiency, and siting <br />requirements. <br />D. The RECIPENT will develop a list of the water quality and flow control facilities for consideration in the Assessment <br />Approach Memorandum. <br />Task Goal Statement: <br />The RECIPIENT will develop metrics based on available data to rate facility types and locations. <br />Task Expected Outcome: <br />The project will complete analysis on available data and facilitate stakeholder meetings to inform the completion of an <br />Assessment Approach Memorandum which will identify water quality and flow control facilities to be considered, and the <br />approach for selection of facilities. <br />Template Version 12/10/2020 <br />
