The application seeks a waiver of No local cost share from the Secretary of the Navy and will not be accepted if a cost share is required. Beyond the currently authorized $450,000 ARPA dollars, the city would be responsible for any project cost overages beyond the project budget. A draft operating budget is in development. Project summary statement: The City of Everett is proposing construction of a firefighting training facility on a parcel of land owned by the city and adjacent to Naval Station Everett. Funding for the project will be sought from the Office of Local Defense Community Cooperation (OLDCC) Defense Community Infrastructure Program (DCIP 2023.) If constructed, the project would be used for training of U.S. Navy sailors, federal firefighters, and municipal firefighters. The site design includes live -fire training facilities necessary to prepare for naval vessel and structural fires. Recommendation (exact action requested of Council): Authorize the Mayor to submit the 2023 Defense Community Infrastructure Program grant application to the Office of Local Defense Community Cooperation on or before June 23, 2023.
