EVERETT <br />WASHINGTON <br />Brief Project Description <br />CITY OF EVERETT <br />Fire Department <br />The City of Everett is proposing construction of a firefighting training facility on a parcel of land owned <br />by the city and adjacent to Naval Station Everett. Funding for the project will be sought from the Office <br />of Local Defense Community Cooperation (OLDCC) Defense Community Infrastructure Program (DCIP <br />2023.) <br />The project intends to enhance military value at Naval Station Everett and all Puget Sound naval <br />installations by creating a training center where U.S. Navy sailors, federal firefighters, and municipal <br />firefighters can conduct realistic full-scale training exercises, allowing them to improve operational <br />readiness through training. The facility will be built with necessary facilities, including a propane fueled <br />live -fire prop designed to simulate both naval vessel fires and structural fires. The site will also include <br />two classrooms for student instruction and a building to house needed firefighting training support <br />equipment. <br />The site is currently vacant with paved parking throughout, with occasional use as storage for public <br />works materials and equipment. The project proposes full redevelopment of the industrially zoned site <br />and construction of necessary utilities, retention, structures, and support systems to build out the <br />attached site plan. The design incorporates all requested standoff distances from Naval Station Everett <br />fence lines, and we will continue to work directly with naval personnel to ensure the site is mutually <br />beneficial. <br />Once constructed, via facility use agreements the project will enhance the firefighting mission at Naval <br />Station Everett by allowing sailors, federal firefighters, and municipal firefighters to learn and exercise <br />both in the classroom and upon a prop capable of simulating a large shipboard casualty. It will also <br />provide a venue for joint Chapter 12 and Chapter 13 exercises, further improving coordination among <br />military and civilian partners in defense of American surface combatant vessels from the risk of fire. <br />The proposed design is intentional in its effort to deliver the only publicly accessible marine firefighting <br />simulator in all of Washington State. The design includes simulations of a naval pier, an actual US Navy <br />damage control locker, and naval quarterdeck brow.
