However,the submitted documents are not
sufficiently developed for us to perform a comprehensive review at this time. The Planning Department has
also determined that additional information is required; they will issue a comment letter separately.
Information is attached to provide guidance. Revised construction-level documents should be submitted for
review. Two complete sets of the revised drawings should be submitted to replace the previously submitted
drawing sets. Preliminary comments are provided below to assist in revising the drawings, but these are not
intended to provide a comprehensive review. The resubmittal documents should include an itemized
response letter clarifying how the review comments below have been addressed.
Intake Review Comments:
General:
1. The submitted drawings appear to include prior unpermitted work, including but not limited to the rear
addition, garage conversion to habitable space, adding carport and porch roofs, and additional
modifications to the interior of the building. The existing conditions shown in the drawings are not
consistent with the available City of Everett and Snohomish County records. A copy of the old SnoCo Field
Assessor record is attached; note that the SnoCo records only provide a record of the building condition
for the purpose of assessing taxes and do not substantiate a permitted condition. The drawings are also
not consistent with photography available on Google Earth and the real-estate website Redfin.com. The
drawings should be revised to show all previous unpermitted work as new work; all new work is required
to comply with the current code requirements. Alternatively, the drawings should show the removal of
unpermitted work and restoration of the building to its previous legally permitted condition. See IRC
Sections R102.7.1, R105.1, and R113.1.
2. The project includes an addition that was partially constructed under Permit No. C0802-003. The work
was not completed, and therefore the addition is not a legal addition. The construction drawing are
required to show the addition as new construction. The addition must comply with the current code
requirements for new construction.
Architectural:
3. Landings should be specified outside all exterior doors. See IRC Section R311.3.
1
