I appreciate your willingness to <br /> assist personally and to expedite this matter by reopening the <br /> existing permit. <br /> The defects I observed in the deck are the following, also documented <br /> in the attached photos: <br /> 1. No flashing. The deck is attached without flashing between the <br /> deck surface and the house as well as the exposed perimeter of the <br /> deck. Unprotected plywood flooring is exposed directly to the <br /> elements, which will allow water intrusion into the north wall of the <br /> house, over time causing mold and rot inside the home. The lack of <br /> flashing alone requires the complete removal of the entire deck <br /> structure. <br /> 2. Unsafe railing. <br /> (a) The railing posts are 4x4s that have been notched in 2 1/2" <br /> inches, resulting in insufficient lateral load strength. This is non- <br /> compliant with the Everett building code, and is particularly unsafe <br /> as the deck is a second story structure. <br /> (b) The pickets are 2x2 posts attached by single 2-inch nails, <br /> one at the top, and one at the bottom. These are also unsafe, as they <br /> are easily knocked out. <br /> (c) The railing in some locations is less than 36" tall from the <br /> deck surface. <br /> 3. Improper waterproofing/drainage. The deck is designed to have be <br /> waterproof to the areas below, but the waterproofing material on the <br /> deck surface was improperly applied. In addition, there are numerous <br /> penetrations into the deck that will leak. The deck is also overly <br /> sloped toward the north face. <br /> 4. The large glue-laminated beam that forms the main support structure <br /> for the north side of the deck is non-pressure treated lumber, not <br /> intended for outdoor use.
