The proposed project application appears to have been submitted in response to code <br /> enforcement action per File No. CE21-0286. Some comments below are provided based on the <br /> unpermitted work occurring, including but not limited to building and electrical work. Removal <br /> of finishes, excavation of foundations, and as deemed necessary by the building inspectors may <br /> be required to inspect the work performed. This comment is for information only and does not <br /> require a response. See Sections R105.1, R105.8, R106.1, R1091.1, and R109.1.2. <br /> 2. The"Codes"section on Sheet A0.1 states the Occupancy Group as"R2"and the Construction <br /> Type as"VB". Both of these items should state"IRC" unless the project has been performed to <br /> comply with the provisions of the IBC. <br /> 3. The`Codes"section on Sheet A0.1 appears to include an unpopulated Deferred Submittals list. <br /> See Section R301.1.3 and IBC Section 107.3.4.1. The following comments should be <br /> addressed: <br /> a. The list should be populated, including but not limited to the exterior deck guards. <br /> b. Continuing with the previous comment, the new railing on the south side should also be <br /> listed, or a detail should be provided that complies with Table R301.5. <br /> c. The list should include a note requiring the designer-of-record to review and verify the <br /> drawings and calculations conform with the approved construction drawings and building <br /> code requirements prior to fabrication and installation. <br /> Architectural <br /> 1. The smoke and CO alarms as shown on Sheet E2.1. See Sections R314 and R315. The <br /> following comments should be addressed: <br /> a. Additional alarms should be located outsides Bedroom 1. <br /> b. Additional alarms should be located at the Basement level. <br /> c. The drawing should include a note requiring the alarms to be hardwired, interconnected, <br /> and provided with back-up battery power. <br /> 2. Handrails should be shown on the construction plans for all stairways. See Section R311.7.8. <br /> 3. The Basement Plan 2/A2.1 shows an existing Gym and Office. Based on review of the City of <br /> Everett and Snohomish County records, it is not clear if these rooms were part of the original <br /> construction or constructed later. Unspecified improvements are noted in the County record in <br /> the mid-90s; the City records to not include permits. Code enforcement photo-documentation <br /> shows that the ceiling is not adequate for these rooms to be used as sleeping areas. The <br /> Basement plan should include a note stating that this level shall not be used for bedroom or <br /> sleeping rooms. <br /> 4. The City of Everett and Snohomish County record show that the house should only contain a <br /> single bathroom. The Basement bathroom in Plan 2/A2.1 does not appear to have been <br /> constructed with permits and should be shown as new construction.
