April 19, 2023
HWA Project No. 2023-048-21
River Point Geotechnical/Geoenvironmental Study Scope
• Review Available Geoenvironmental Data: HWA will only review environmental
documents for the project site as provided on the City of Everett’s SharePoint site.

• Perform Geotechnical Site Reconnaissance: HWA will conduct a geotechnical site
reconnaissance of the project area. This reconnaissance will be used to identify site
geometry, constraints, and geotechnical challenges.

Geotechnical Design Services:
• Evaluate Geotechnical Field and Laboratory Data: Based on available subsurface
information, HWA will generate estimates of the soil strength and other properties
needed to evaluate the geotechnical challenges at the site.

• Generate AASHTO Seismic Design Parameters: Based on the soils encountered along
the alignment, HWA will determine the Site Class for seismic design. The design
spectral acceleration parameters will then be selected in accordance with the AASHTO
Specifications for Road and Bridge.

• Evaluate Liquefaction Potential: HWA will evaluate the susceptibility of the subsurface
soils to liquefaction along across the project site and assess the potential impacts to the
proposed improvements.
• Evaluate Geoenvironmental Impacts: HWA will evaluate the existing
geoenvironmental information as noted above and identify geoenvironmental challenges
that may impact the development of the site.

• Develop Geologic Cross Sections: HWA will develop up to four (4) geologic cross
sections. Each cross section will be used for evaluation of geotechnical challenges.

• Evaluate Settlement Potential and Mitigation Measures: HWA will evaluate the
existing geotechnical information and identify areas that consolidation settlements is
expected across the project site. HWA will provide concept level recommendations for
possible settlement mitigation measures.
• Conduct Preliminary Slope Stability Analysis: HWA will conduct preliminary slope
stability modeling, with limit equilibrium methods, for each of the geologic cross sections
generated. Slope stability analysis will be conducted under static, pseudo-static, and post
liquefaction loading conditions.
• Conduct Infiltration Potential Screening: HWA will evaluate existing grain size and
groundwater data to determine if onsite infiltration is expected to be feasible across the
site.
