April 19, 2023
HWA Project No. 2023-048-21
River Point Geotechnical/Geoenvironmental Study Scope
ASSUMPTIONS
• No geotechnical explorations will be completed as part of this scope of work.
• The duration of this scope of work will be no more than 8 months.
• The city will provide all geotechnical reports available for city projects completed in the vicinity
of the project alignment.
• The city will provide HWA a base map for development of figures supporting the preliminary
geotechnical assessment report.
• All geotechnical evaluations will be based on readily available geotechnical data.
• All meetings will be held virtually.
• The geotechnical recommendations developed as part of this scope of work will be used to
support concept level design. Geotechnical explorations will be completed as part of a future
phase of the project to support proposed development.
• The geoenvironmental summary will only be based on environmental documents regarding the
project site that are provided on the City of Everett’s SharePoint site. Regulatory agency (e.g.,
Washington State Department of Ecology and Environmental Protection Agency) file reviews for
the project site, adjoining, and/or nearby properties, or review of environmental documentation
that is not provided on SharePoint at the time the study, is not included as part of this scope of
work. If the geoenvironmental summary reveals issues that could impact the project site
construction, more detailed investigations, which may include regulatory file reviews, Phase I or
Phase II Environmental Site Assessments may be recommended. If further investigation is
recommended, a scope of work and cost estimate will be provided at that time.

DELIVERABLES
• Preliminary Geotechnical/Geoenvironmental Study Report

We appreciate the opportunity to provide geotechnical services on this project. Please feel free
to call if you have any questions or need additional information.

Sincerely,

HWA GEOSCIENCES INC.

Donald J. Huling, P.E.
Geotechnical Engineer, Principal
