rF j • ORDINANCE No. 2772 . i AN ORDINANCE providing for the improvement of the alley nt between Maple and Fine Streets , from h Street to 14th Street by the construction of a sewer and its necessary appurtenances , and doing all other work in the entire district necessary to make a complete improvement; creating an assessment district; creating a local improvement district fund therefor; providing that the payment for said improvement be made by special assess- ment on the property in said district under the mode of payment by bonds for materisl used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under WPA plan of the Federal government. WHEREAS, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the City Council , and upon examination thereof the said City Council has found the things set forth therein to be true; and WHEREAS, the said petition has been referred to the Commissioner of Public Works to be examined by the said Commissioner and the City engineer , and the Commissioner of Public =orks has filed with the City Council all data and information as required by law; and WHEREAS, said Commissioner of .cublic Works has recommended to the City Council that said improvement petitioned for be made, and it appearing to the amity Council that the public health, convenience and necessity require such improve- ment be made; and WHEREAS, it further ap ears such improvement should be made only in the event that federal funds may be secured from the WPA for payment of labor costs , and the property in the said district be assessed a sum for the cost of all materials, fixed estimate and all other expense of every kind not provided for by the Federal Government under ``,r2. , and that such improve- ment should only be commenced upon the assurance that the Federal Government under WPA will furnish certain labor costs in connection with said improvement. NOW, THEREFORE, T'i-tb CITY OF EVERRETT DOES ORDAIN: Section 1: That the alley between Maple and Fine Streets from nth Street to 14th Street be improved by the construction of a sewer and its necessary appurtenances, and doing all other work in the entire district necessary to make a complete improvement in accordance with the plans and specifications prepared under the direction of the city Engineer, - which plans and specifications are hereby adopted and ayproved. Section 2: That the cost and expense of all materi is required to make a complete improvement , the fixed estimate and all other expenses of every kind , except cost of labor contribute. by the federal Government under WPA shall be borne by and assessed against the property included in the assessment district herein created in accordance with law.
