June 28, 2023 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., June 28, 2023, <br />by President Stonecipher. <br /> <br />President Stonecipher announced that the July 5, 2023, meeting is cancelled. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Schwab, Vogeli, <br />Zarlingo, Tuohy, and Stonecipher were present. Council Member Rhyne was excused. <br /> <br />Council Member Schwab led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Tuohy acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the June 21, 2023, City Council meeting were approved. <br /> <br /> <br />MAYOR’S COMMENTS <br /> <br />Mayor Franklin announced that she made an emergency declaration to make repairs to a 20- <br />million-gallon water reservoir, which needs to be replaced ahead of schedule. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The following member of the public spoke: <br /> <br />• Steve Oss, proposed Transit merger <br /> <br /> <br />COUNCIL COMMENTS <br /> <br />Council comments and liaison reports were provided by council members. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson provided updates on the following: the ARPA <br />quarterly update, which is schedule for July 26; traffic and safety issues in the Delta <br />Neighborhood; and school zone signage. <br />
