Where Map 22-1 includes a range of maximum building heights <br />(e.g., five to eight floors), the lower number is referred to as the “base height maximum” and <br />the higher number is referred to as the “incentive height maximum.” A building may be built to <br />the base height maximum without application of the development heights incentive program. <br />See development height incentives program (EMC 19.22.080). <br />Section 8. Section EMC 19.28.080 is amended as follows, with strikeout text deleted and underlined <br />text added: <br />19.28.080 Actions subject to review by the Everett historical commission. <br />A.The following actions within designated historic overlay zones which require building permits <br />for exterior work shall be subject to review of the historical commission using relevant <br />regulations and the historic overlay zone neighborhood conservation guidelines. All decisions of <br />the historical commission relative to building permits shall constitute recommendations to the <br />planning director consistent with the city’s REV I or REV II processes as specified in EMC Title 15. <br />1.Demolition of a building identified as a contributing structure; <br />2.Additions of more than one hundred fifty square feet to a contributing structure; <br />3.Conversion of a single-family or two-dwelling unit contributing structure to a building <br />with three or more dwelling units; <br />4.Construction of any new residential building with three or more dwelling units, or a <br />detached accessory dwelling; <br />5.Construction of a new clinic, commercial building, or place of worship. <br />6.An accessory dwelling when not located entirely within an existing principal dwelling. <br />B.Consistent with the special valuation program described in Chapter 84.26 RCW, the historical <br />commission is the designated local review board to review applications and execute an <br />agreement with the applicant if approved. <br />Section 9. Section EMC 19.34.050 is amended as follows, with strikeout text deleted and underlined <br />text added:
