The city’s Rethink Housing Action Plan, adopted by the City Council October 7, 2021, includes an <br />action to promote accessory dwelling unit development through changes to regulations and <br />processes; and <br />H. The Washington State Legislature in 2023 passed House Bill 1337, which requires cities including <br />Everett to comply with a set of policies intended to promote and encourage the creation of <br />accessory dwelling units; and <br />I. The Planning Commission reviewed the amendments contained in this ordinance, including <br />holding briefings on the proposal on March 1, 2022, October 18, 2022, and November 15, 2022, <br />and a public hearing on December 6, 2022; and <br />J. The Planning Commission, after hearing from the public, deliberating, and amending the staff- <br />proposed resolution, voted to approve Planning Commission Resolution 22-04 on December 6, <br />2022, recommending the city council approve the amendments contained therein; and <br />K. After the Planning Commission completed its work, city staff identified both substantive and <br />technical changes to the Planning Commission recommended proposal and are reflected in this <br />ordinance; and <br />L. City staff reviewed the proposal under provisions of the State Environmental Policy Act, <br />completed an environmental checklist, and issued a Determination of Non-Significance on <br />November 21, 2022; and <br />M. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br />Department of Commerce on October 28, 2022; and <br />N. The amendments contained in this ordinance maintain consistency with the GMA and are <br />consistent with the GMA planning goals; and <br />O. The amendments contained in this ordinance are consistent with and supportive of the <br />multicounty planning policies in VISION 2050; and <br />P. The amendments contained in this ordinance are consistent with and supportive of the <br />countywide planning policies; and <br />Q. This ordinance is consistent with and supportive of goals, policies, and implementation strategies <br />in the Everett Comprehensive Plan, including in particular: <br />a. HO-4.1 the city shall promote a wide variety of choices for safe and decent housing for <br />all citizens through a variety of housing types; and <br />b. HO-4.2.1 … increase housing capacity through strategies that accommodate well <br />designed infill housing that protect the character of the neighborhoods; and <br />R. The amendments to development regulations (unified development code) contained in this <br />ordinance were prepared following the procedural requirements in EMC 15.02.095 and EMC <br />15.03.300(C); and
