The City Council finds that the proposed amendments to the city’s development regulations <br />(unified development code) contained in this ordinance are consistent with the Everett <br />comprehensive plan, bear a substantial relation to public health, safety and welfare, and promote <br />the best long-term interests of the Everett community; and <br />T. On July 19, 2023, the Everett City Council held a public hearing, after proper notice, and <br />considered public comment and the entire record related to the code amendment contained in <br />this ordinance; and <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. Subsection EMC 19.04.050 “Accessory building”, is amended as follows, with strikeout text <br />deleted and underlined text added: <br />“Accessory building” means a building which is subordinate and incidental to the permitted <br />principal building, located on the same lot with such principal building, and erected or <br />established only after or in conjunction with the establishment of the principal building. An <br />accessory building includes, but is not limited to, garages, carports, storage buildings, and other <br />similar buildings. An accessory building does not include accessory dwelling units. <br />Section 2. Subsection EMC 19.04.050 “Dwelling unit, accessory”, is amended as follows, with strikeout <br />text deleted and underlined text added: <br />“Dwelling unit, accessory,” or “ADU,” means a dwelling unit which is subordinate to a permitted <br />principal dwelling unit located on the same lot as a single-family housing unit, duplex, triplex, or <br />townhome. <br />1. A “detached” accessory dwelling unit (DADU) means an accessory dwelling unit that <br />consists partly or entirely of a building that is separate and detached from a single- <br />family housing unit, duplex, triplex or townhome. <br />2. An “attached” accessory dwelling unit means an accessory dwelling unit located <br />within or attached to a single-family housing unit, duplex, triplex or townhome. <br />Section 3. EMC section 19.05.080 is hereby amended as shown in Exhibit 1, with strikeout text deleted. <br />Section 4. EMC section 19.06.020 is amended as follows, with strikeout text deleted and underlined text <br />added: <br />19.06.020 Building setbacks/building placement standards. <br />A. Minimum Building Setbacks for Principal Structures. The standards set forth in Table 6-2 <br />below apply to all new development. Also refer to Chapter 19.22 EMC, Building and Structure <br />Heights.
