Per the attached letter, APSCO is the exclusive representative for the sale and support of all Flowserve pumps in the state of Washington. List any other facts supporting the use of a non-competitive process. If required to change equipment, the city would need to research compatible pumps for the system, potentially reconfigure the current systems to accommodate the replacement equipment, and train staff on the operations, maintenance, and repair requirements of the new units. Explanation of above-checked justification: The city has made similar purchases from APSCO, LLC, and based on inflation and market conditions, price increases have been consistent. STATEMENT OF NEED AND CERTIFICATION: My department’s recommendation for sole source is based upon an objective review of the product/service required and appears to be in the best interest of the City of Everett. I know of no conflict of interest on my part or personal involvement in any way with this request. No gratuities, favors, or compromising action have taken place. Neither has my personal familiarity with particular brands, types of equipment, materials or firms been a deciding influence on my request to sole source this purchase when there are other known suppliers to exist.
