<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />CITY OF EVERETT <br />Community Development <br /> <br />Project Narrative | Pallets to Housing <br /> <br />The City of Everett plans to use Community Project Funding (CPF) to support its “Pallets to Housing” <br />project. Specifically, CPF funds will go toward the procurement of 8 temporary shelter units, which <br />collectively can house up to 32 people. We’ll also purchase two double-stall temporary bathroom and <br />shower structures. <br /> <br />These shelter units will be part of a new, non-congregate shelter for families with youth (age 18 & <br />under) experiencing homelessness, as there is an unmet need in Everett serving this demographic. This <br />shelter community will be established in partnership with Faith Lutheran Church, on church-owned <br />property. Faith Lutheran Church is located in south central Everett, at 6708 Cady Rd, Everett, WA 98203. <br />The church’s campus includes a vacant lot suitable for Pallet placement and selfcare amenities, and a <br />small park on site for outdoor recreation. <br /> <br />The City will procure shelter units manufactured locally by the Everett-based company, Pallet. These <br />shelters are an innovative and affordable option for quickly increasing shelter capacity. They are quick <br />and easy to deploy and clean. Each unit can be set up in less than an hour. <br /> <br />Other features and benefits of Pallet shelters include: <br /> Made of highly durable and lightweight aluminum and composite materials  <br /> Adaptable to both hot and cold climates  <br /> Compact when collapsed if needed to be stored or relocated.  <br /> Secure and private. They have fold-up bunk systems, lockable door and windows, secure <br />ventilation system with openable ridge cap, structural floor with aluminum framing that can be <br />placed on any surface, top-grade materials that are resistant to mold, mildew, and bed bugs and <br />are 110 MPH wind rating; 25lb per sq. ft snow load rating; and are equipped with a carbon <br />monoxide monitor, fire extinguisher and smoke detector.    <br /> <br />Faith Lutheran Church will oversee site development work in accordance with City permit and code <br />requirements. We anticipate this will include installing sight obscuring fencing and landscaping, utility <br />line extension (sewer, water, and possible electrical), and conversion of 5,638 sq. ft. of sod to gravel for <br />placement of the shelter units. All temporary structures will be no taller than 10 feet. Existing buildings <br />and other improvements on site will otherwise be undisturbed. <br /> <br />The central goals of this project are: to alleviate homelessness experienced by families with children; to <br />help youth stay in school; and to establish pathways to more permanent housing. <br /> <br />Last year, Everett Public Schools supported over 1,300 students who met the definition of homeless <br />under federal McKinney-Vento legislation.
