In Washington State the four-year graduation <br />rate for homeless students in the Class of 2020 was 59.4 percent, compared with 82.9 percent for all <br />students. <br /> <br />This new Pallets to Housing community will provide temporary housing for 8 families, up to 32 people, <br />creating a stable living opportunity so children know where they are sleeping each night, that they have <br />access to basic needs such as food, showers, and laundry, and that they are safe. Stable shelter for <br />these children now will greatly improve their success as they grow into adults. <br /> <br />The shelter community will also offer case management, provided by Interfaith Family Shelter <br />(“Interfaith”). Families will have access to resources designed to move them from homelessness toward <br />sustainable long-term housing options. This includes assistance obtaining adequate documentation (e.g., <br />proper identification, SSI paperwork, medical documentation, etc.) and life skills and job training. <br />Interfaith will offer a 90-day program that’s proven to be successful at their existing shelter in Everett. <br />This program allows time for a family to stabilize, identify what is needed to transition to long-term <br />housing, and make those arrangements. Based on Interfaith’s experience with this program model, our <br />goal is for at least 60 percent of families who participate in Pallets to Housing to successfully transition <br />to long-term housing. <br /> <br />The City anticipates working with Pallet through a sole source procurement contract, as Pallet is one of <br />the few companies that manufactures the product best suited for this proposal. By investing in products <br />made by our local Pallet company, we’re also supporting a company that embodies social purpose goals <br />to make the world a better place. Pallet hires and invests in people actively engaged in recovery. More <br />than 80% of their team has experienced homelessness, substance use disorder, or the criminal justice <br />system, and found stability through meaningful employment. Pallet provides its team members with job <br />training, support services and other benefits. <br /> <br />In accordance with Section 3 of the Housing and Urban Development Act, we will encourage all <br />contractors to implement Section 3 best practices into their work model as well as provide opportunities <br />for Section 3 construction/developers to bid on the site development work for the project.
