Instead, the entire shelter would be deemed <br />unusable and would be replaced or remodeled, requiring a significant <br />additional cost. <br />Describe your efforts to identify <br />other potential sources. <br />City staff conducted market research through shelter provider inquiry <br />and internet search and reviewed other communities’ small shelter <br />communities. Many of the other communities are in warmer climates <br />than Western Washington. Staff was not able to find an equivalent <br />affordable product that provided similar shelter features that meet both <br />the needs of our chronically homeless individuals as well as <br />accommodate our wet and varying weather. <br />List any other facts supporting the <br />use of a non-competitive process. <br />Pallet SPC has a patent, US Patent #10,260,228, B2. Pallet SPC is the sole <br />source for pallet shelters. Therefore, the shelters can only be purchased <br />through them. Overall, Pallet SPC offers an innovative and affordable <br />homeless shelter solution and is supportive of community housing <br />efforts.
