The Superintendent shall be in general charge and super- vision of the Water Department. The other employees and assistan,s shall perform such duties as pertain to the nature of their office and as authorized and directed by the superintendent and Commission- er of Public Works. Section 19: It is the purpose of this ordinance to fix the number and designation of the permanent assistants, deputies and employees in the various offices of the City of Everett, in addition to the officers, assistants and employees provided in Ordinance No. 2691 of the City of Everett, and nothing herein contained shall be construed so as to prevent the various officers and various heads of the Departments of the City of Everett from employing,with the consent of the City Council , such employees as from time to time may be necessary in the proper discharge of the duties of such officers, or from discontinu- ing such temporary employees when the necessity therefor has ceased to exist. • action 20 : The above named officers, assistants and employees, unless otherwise provided by the City Charter, shall be appointed by the following persons , to wit : The stenographer in the City. Attorney's office shall be appointed by the City Attorney. • The officers and assistants and employees in the Department of Finance shall be appointed by the Commissioner of Finance. The officers, assistants and employees in the Depart- ment of Safety shall be appointed by the Commissioner of Safety. The Officers, assistants and employees in the Depart- ment of Public Works shall be appointed by the Commissioner of Public Works , such appointments shall be made subject to the Civil Service Regulations of the City of Everett. Section 21 : That on and after the 1st day of January, 1937, the salaries and compensation to be paid to the officers, their assistants and employees of the City of Everett, herein specified , Shall be as in this ordinance provided , to wit:
