The City of Everett and the Snohomish County records should be reviewed. Be aware that <br /> county records only provide an indication of whether the current construction matches older <br /> records, and do not constitute a permitted condition. The old assessors field notes should be <br /> obtained from the county; on-line information is relatively recent and as noted does not <br /> constitute a permitted condition. <br /> Architectural <br /> 1. It appears that the southeast corner of the deck and storage area below was built without <br /> permits. Plans should show this area as new proposed construction even though it is currently <br /> existing in place (see General Comment for more information) and provide required framing and <br /> necessary details. The original exterior wall looks to be removed and upper-level walls appear <br /> to now be discontinuous and may be supported by framing members. <br /> Ill ' ' <br />! 2. See Sheet A.03 and Detail 3 on Sheet A.04. It appears that a portion of the existing garage is <br /> being converted to habitable space. New living space requires to comply with current residential <br /> code and energy code requirements (WSEC R502.1). Plans should show how the space <br /> complies with the current energy code requirements. Note that the energy code requires the <br /> floor slab to be insulated. See WSEC Table 402.1.1 for insulation requirements and options for <br /> existing slabs. Also, plans should provide details to show how the converted basement storage <br /> areas meet the energy code requirements. <br /> 3. It is not clear if the required smoke alarms in the primary dwelling unit and accessory dwelling <br /> unit are interconnected in a such a manner that the actuation of one alarm will activate all <br /> alarms in both the primary dwelling unit and the accessory dwelling unit. If alarms are not <br /> interconnected as stated, then wall and floor/ceiling assemblies should be separated in <br /> accordance with Section R302.3.1 or R302.3.3. R302.3 <br /> 4. See First Floor Plan on Sheet A.03. It appears that the exterior walls in some areas are concrete <br /> retaining walls. Plans should provide a typical detail of the exterior walls and show required <br /> insulation. See WSEC Table R402.1.1 for insulation requirements for below grade walls. <br /> 5. Continuing with the previous comment, plans and details should address exterior wall drainage <br /> and wall exterior waterproofing of the concrete retaining walls per IRC R405 and IRC R406. <br /> 6. Dwelling units should be equipped with local exhaust and whole house ventilation systems <br /> design and installed as specified in Section M1505. See local exhaust rates in Section <br /> M1505.4.4. R303.4 <br /> 7. Plans should specify ceiling heights of the new rooms on the first floor. Minimum ceiling height <br /> of habitable space and hallways should be not less than 7 feet. R305.1 <br /> 8. See Second Floor Plan, Proposed on Sheet A.03. Safety glazing should be specified for the <br /> window above the bathtub in the bathroom.
