The site plan should specify lot setbacks (EMC and IRC Section R106.2), building fire separation <br /> distances (IRC Sections R202 and R302), utilities (IRC Sections R306.3 and R306.4), and means <br /> of egress from the building to the public way (IRC Section 311.1). All work should be drawn to <br /> a standard engineering scale (e.g., 1"=10', etc.). <br /> 2. The proposed project appears intended to comply with the requirements of the 2015 <br /> International Residential Code. The code should be specified in the construction drawings. See <br /> the Everett Municipal Code Section 16.005.030 Article A. <br /> 3. The foundation for the proposed does not comply with the prescriptive limitations of the IRC. <br /> An engineered design per the IBC should be performed. See Section R301.1.3, IBC Section <br /> 1604.1, and additional "Structural"comments below. <br /> Architectural <br /> 1. The proposed building is presumed to have been reviewed by the Washington State <br /> Department of Labor and Industries (L&I) and verified to comply with the Washington State <br /> Building Code. The submitted documentation does not appear to verify this. Note that several <br /> requirements do not appear to be indicated in the submitted floor plans. Documentation <br /> verifying that the building has been reviewed and approved by L&I should be submitted for <br /> review. See WAC Title 51. Design compliance should include but is not limited to: <br /> a. Provide smoke and carbon monoxide alarms per Sections R314 (WAC) and R315 (WAC). <br /> b. The exterior of the building should be insulated to provide a thermal envelop complying with <br /> the 2015 WSEC. <br /> c. The building should be designed to comply with the additional energy efficiency <br /> requirements of WSEC Section R406. <br /> d. Provide a whole house ventilation system complying with See Section M1507.3. <br /> 2. The building appears to be located near another building and one or more property lines. The <br /> site plan should specify the fire separation distances (FSD). The exterior walls may require fire- <br /> rated construction per Tables R302.1(1). The FSD should be specified on all sides. Details for <br /> minimum one-hour fire-rated wall systems should be provided as required. <br /> 3. The site plans indicate two exits at the southwest corner and the midpoint of the south side. <br /> The primary exist appears to be located at the southeast corner. The location of the exit should <br /> be verified and shown consistently in the plans. See Sections R106.1.1 and R311.2. <br /> 4. The plans include a design for the exit stairs. The following comments should be addressed: <br /> a. The stair details should specify a minimum tread length and nosing per Sections R311.7.5.2 <br /> and R311.7.5.3. <br /> b. The plans should specify a minimum 36-inch long landing at the top and bottom of the <br /> stairs per Section R311.7.6.
