Commercial Plans Examiner, City of Everett.
CITY OF EVERETT
RE: River's Landing Apartments Stair Reconstruction Project. Permit Services
Dear Mr. Martin,
Please see enclosed our team's responses to City Comments which we received on December 15 of this
year for the stair reconstruction and replacement projects at River's Landing. Agency comments are in
standard text format, and our responses are in bold italics.
General
1. The drawings have been sealed by the architect-of-record licensed in the state of Washington,
but only include a structural review stamp. We can accept the architect taking responsibility as
the licensed designer-of-record. Be aware that this technically doesn't comply with the
requirements of RCW 18.43 requiring the licensed WA professional engineer to seal and sign
project including structural work, and work prepared by a licensed engineer.
In this case one set of drawings was provided for clarity and simplicity.
•2. Building 6 includes pin piles. The following should be addressed:
a. Confirm this is the only project with pile.
Correct. Stair 6A is the only stair that has pin piles due to the change in grade at
this location. Stair 6B and the stairs at the other buildings are supported on spread
footings.
b. The pile notes are included in the"Stairs/Ramp Foundation Notes"on Sheet CS1.01. It
is recommended to separate these from the typical notes for improved visibility. See also
Comment 2c.
The pile notes have been separated under a separate section on CS1.01.
c. The drawings should specify special inspection requirements for the pin piles per IBC
Table 1705.7.
Pin pile special inspection requirements have been added to CS1.01.
3. The drawings should include the following requirements for the guards:
a. Guards should be specified as a deferred submittal.
Notes have been added to CS1.01 regarding deferred submittal for guards.
b. The drawings should include design criteria for the guards per IBC Section 1607.8.
The design criteria for handrails and guards have been provided on CS1.01.
c. Drawings and calculations should be submitted to the designer of record for review and
approval prior to fabrication and installation.
The review requirement is part of the deferred submittal notes that were added to
the drawings.
Architectural
1967
ARCHITECTURE + DESIGN 2017
