July 26, 2023 <br /> <br />4 <br /> <br /> <br /> <br />COUNCIL BILL 2307-38 <br /> <br />FIRST READING: <br /> <br />AN ORDINANCE changing the Downtown Business Improvement Area (BIA) Budget, <br />amending Ordinance No. 3582-17, as amended <br /> <br /> <br />Council Member Vogeli left Council chambers at 7:52 p.m. <br /> <br /> <br />ACTION ITEMS: <br /> <br />GRANT ACCEPTANCE – PURCHASE OF A NEW CONGREGATE SHELTER SITE <br /> <br />Moved by Council Member Schwab, seconded by Council Member Tuohy, to approve the <br />acceptance of approximately $4,000,000 from Snohomish County to be used for purchase of a <br />new congregate shelter site. <br /> <br />Julie Willie, Community Development, provided an overview of the grant and discussion ensued <br />with Julie answering Council questions. <br /> <br /> <br />Roll was called with all council members voting yes except Council Member Vogeli, who was <br />excused. <br /> Motion carried. <br /> <br />Council Member Vogeli returned to Council chambers at 8:00 p.m. <br /> <br /> <br />BRIEFING: <br /> <br />A Resolution concurring with staff recommendation and authorizing the Mayor to <br />implement the next steps for Covid Recovery Funded projects and initiatives listed in the <br />Resolution, Recital D. <br />Presented by Julie Willie, Community Development, and Jennifer <br />Gregerson, Administration <br /> <br />The following member of the public spoke on this item: Donna Moulton
